The transmission lag is a time lag, different from the operation lag, also defined by R. ROSEN.
The transmission lags contribute to limit the coherence of the system and to render it heterogeneous in space and time. They difficult coordination and control and may become a desintegrating factor in extreme cases. But they also introduce a measure of leeway for components and subsystems, which may well be necessary for a better (and even global) adaptability.
