Any device or system which emits messages and send them to potential receivers through some appropriate channel.

The transmitter must code the messages in a double way. First, some energy must be modulated according to some rules and made apt to be conveyed by the channel. This is basically SHANNON's communication.

Moreover, the message should “make sense”, i.e. have a “meaning”, which must moreover have the potential to exert some trigger effect on the behavior of the receiver. In order to achieve this, a second code is necessary to establish a system of meanings.

DNA, RNA and neurons are transmitters, possibly in a somewhat metaphoric sense. So are radio and TV stations and those people who operate them, i.e. who use electromagnetic codes to transmit semantically coded messages.
