The characteristic of a system in which some parts are remaining constant at some times.
This concept belongs to W.R. ASHBY (1960, p.171-83).
Any concrete system must necessarily present a number of parts or show subsystems which maintain their stability during various periods of time. While this stability is generally dynamic (i.e. oscillating), the fluctuations are so slight or slow that they do not notably affect other subsystems, thus ensuring the continuity of the system as a whole.
Local stabilities allow for the upbuilding of the system's structures.
