J. WARFIELD, who gives this definition, adds: “To allow such situations to be designed irresponsibly or to permit final decisions that unlease horror upon tens of thousands is not conducive to civilized existence” (1990, p.14).
While this is obvious for systemists, who possess methods and models for consensual modelization of large scale situations, and techniques for design to be eventually applied, unfortunately such techniques are still ignored by most of the generally self-appointed managers.
