“The span of time needed for a control to register a disturbance and produce a response” (B. WALLISER, 1977, p.97).

The response not being instantaneous, the delays themselves can introduce disturbances into the process and complicate the control. This in turn may increase the cost due to an excessive use of the control. Fine tuning of any control must thus evaluate the effects of reaction delays and take them in account.
