The interdependence of upper and lower strata in a hierarchized system.

M. MESAROVIC et al state: “The requirements for proper functioning of a system on any stratum appear as conditions or constraints on the operations of the lower strata”, and “… for a proper functioning of the system on a given stratum, all the lower strata have to function correctly” (1970, p.41).
