- “The lack of regulatory capability of a single regulator can be compensated for, to some degree, by conceptualizing the regulator as a hierarchical multilevel structure system”.
This law, thus formulated by G. KLIR (1991, p.183) is due to A. AULIN (1989). KLIR comments: “In general, the weaker the regulatory abilities of available regulators, the more hierarchy is needed to achieve the same regulatory performance, if it is possible at all” (Ibid).
AULIN's law should be poundered not only for engineered regulators, but also for natural ones. (See Ch. FRANÇOIS, 1983, on “controls”). We urgently need discovering the higher level regulators in ecosystems and sociosystems.
