“The qualification to implement an activity” (G. de ZEEUW, 1992, p.1076).

de ZEEUW adds the following, in a descriptive way: “…using the activities or resources of other actors when necessary but without making such activities impossible or dominating such resources, and to continue implementing it even given unexpected and unpredicted variations in such activities and resources, that is skillfully” (Ibid).

Competence is thus connected with adaptability and efficiency in networks, mainly through the ability to order and compatibilize processes.

According to de ZEEUW, the degree of competence depends also on the use of a better observational language.

N. CHOMSKY uses the concept in linguistics to express the potential ability of a language user to understand and form an inmense number of sentences, which she/he has in many cases never heard or used before.

In synthesis, competence is a potential for action.
