According to BERTALANFFY “… the primary regulations in organic systems (i.e. the most important regulations in embryonic development and in evolution) were rooted precisely in dynamic interaction” (1940, p.57).

This implies that complex and, to begin with, non-hierarchical interactions precede regulations. This seems possible during the autogenesis phase of any class of systems, when the whole can still be restablished from a part, as for example in the famous experience by DRIESCH with divided embryos of urchins.
