A controller able to seek by appropriate search the best possible maximum.

Such a controller must be endowed with a sufficient memory capacity in order to store the progressive results of its search, and with an iterative refinement algorithm, if it is not to remain trapped in a sub-optimal situation. (G. PASK, 1961, p.65).
