The process of directing a system towards some pre-defined goal.
In G.G. JAROS words: “Governance rests on the application of feedback and feedforward which ensure that the teleos (i.e. ”goal“ in JAROS terminology) is reached” (1994, p.5).
As most of the systems to be governed are complex and nonlinear, governance should not be taken as a simple (nor even complicated) deterministic procedure. Feedback and feedforward may very well in some cases fall wide off the mark.
