According to E. HERRSCHER, “there are two modes of control in organization : the programmed control and the alert control ”(pers. comm., 2003)

He adds: “the programmed control consists of all the measurements, comparisons, indicators, audits, observations , reports and the like that have been established in order to assure an organization keeps on track and meets its goals as much as possible”(Ibid)

According to Herrscher, programmed control has its roots in seeing, a pre-active sense that responds “to our desire as to where to look, when to open and when to close (our eyes)” endowing us moreover with the capacity to focuse our attention on specific aims.

On the contrary, the alert control is basically automatic, non specifically focused and always ready to react to signals of some imminent emergency.
