G. PASK states: “Automatic controllers receive perfect information about the system they control and have fixed decision rules, that determine their action” (1960, p.53).

This is satisfactory if and when there is no need for the system to modify too much its behavior. However, strong environmental perturbations may very well put the automatic controller out of use.

To quote PASK again: “The automatic controller is inert… It cannot prod its environment” (p.54).
