The control exerted by one holon over another lower in a hierarchy“ (T.F.H. ALLEN & T.B. STARR, 1982, p.265).

These authors state: “The constraining holon behaves more slowly than the constrained holon. The constraining holon influences more than it is influenced in the act of constraint” (p.265).

The “constraining holon” is generally a metacontrol or metasystem, in J.van GIGCH sense.
