According to K. BOULDING: “Centralization produces failure to optimize because of the breakdown of the communication network. Decentralization on the other hand produces suboptimization, from the point of view of the organization as a whole, and likewise produces a failure to optimize” (1972, p.88).

It becomes clearer that, in well organized systems, some basic functions should be centralized and secondary or local ones, be decentralized. The model of heterarchical organization should be helpful in this.
